Job Focus Areas :
This Education Program Consultant 2 is located within the Office of Equity, Inclusion, and Opportunities and reports to the Assistant Superintendent. This position is responsible for collaborating with Division colleagues to effectively provide on-site support and accountability for a portfolio of charter schools throughout the state. This field-based position serves as the primary point of contact in managing day to day relationships requiring the ability to communicate effectively with charter school leaders, parents and both internal and external stakeholder groups. In addition, this position is charged with managing annual reviews and ongoing monitoring of the Charter Performance Compact and provide support and resources to ensure compliance and school accountability, which requires ongoing site visits across the state, as well as follow up visits. Since this position is a field-based position, the official domicile will be the parish in which the incumbent lives.
This position serves as a charter school expert with a deep commitment to the vision and priority goals of the Office of Equity, Inclusion and Opportunities and will need to be able to thrive in a dynamic, fast-paced environment, be a quick learner, and have a strong customer service presence and interpersonal skills.

Candidates with the following skills and experience are encouraged to apply:
Candidates that have experience in education and/or work experience project management and data analysis.
Knowledge of Louisiana home study regulations and school attendance requirements at the local, state, and federal levels.
Strong organizational and critical thinking skills and the ability to meet and prioritize changing demands.

** Note regarding the advertised pay range : The Education Program Consultant series has an established special entrance rate (SER) that is set above the minimum of the pay range and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire.

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a job appointment, probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

MINIMUM QUALIFICATIONS:
Any of the following will qualify:

1. A master's degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.

2. A master's degree in education plus two years of professional level experience in teaching or education; or in a public or private sector setting.

3. A baccalaureate degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.

SUBSTITUTIONS:
A master's degree plus thirty graduate hours will substitute for one year of the required experience.

An Educational Specialist Degree will substitute for one year of the required experience.

A Ph.D. will substitute for two years of the required experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

Job Distinctions:
Differs from the Education Program Consultant 1 by the presence of advanced level duties with minimal supervision from a higher education official.

Differs from the Education Program Consultant 3 by the absence of lead-worker responsibility over a unit, or responsibility for serving as Regional Service Center liaison to Local Education Agencies.

Examples of Work

Develops and implements all aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support personnel in the public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions; and individuals from other profit and nonprofit agencies, organizations, and institutions.

Determines program goals and objectives, develops plans to effectively implement the specified program.

Researches, designs, implements, and evaluates current and long-range plans, rules, regulations, guidelines, and policies for the program in accordance with federal or state laws and policies within a limited group of related programs within a Division.

Designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.

May serve as a team leader to assists schools and school systems in securing the best possible results for their efforts by building the capacity of school and system teams.

Develops evaluation designs to measure the quality and effectiveness of program(s) and their impact on students.

Plans, conducts, and evaluates staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups (such as Chambers of Commerce, the Louisiana Association of Business and Industry, military groups, etc.), parents, and other citizens.

Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
