JOB DESCRIPTION

POSITION: Development Manager

REPORTS TO: Development Director

WORK SCHEDULE: 8:30 am – 5:00 pm (flexible as needed)

STATUS: Full-time, Exempt

SCOPE OF POSITION:

The Development Manager plans, implements, and monitors initiatives that improve or enhance programs and supports revenue generation from variable funding sources. The Development Manager supports building the capacity and impact of the organization’s services through the identification of new sources of funding, the identification of new programs and services aligned with the organization’s mission, and the sustainability and growth of existing programs and services. The Development Manager collaborates with Development team members and other departments throughout the organization to prepare, complete and submit applications for new services and programs and to manage renewals of existing contracts and services. The Development Manager will establish project milestones to ensure projects are completed effectively, in compliance with any relevant regulations, and within budget. As a representative of the organization, the Development Manager is expected to be professional at all times when representing the organization to external business partners, vendors, and funders. The Development Manager will also collaborate as needed with Associate Development Director and Development Director on special projects aligned with strategic organizational growth.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITES:

SUPERVISION:

  • This position may provide supervision and management to additional Development Team members as needed

STRATEGIC PLANNING & GROWTH

  • Collaborate with Development team members to implement processes that align with revenue generation needs and organizational growth
  • Develop clear ways to measure, evaluate, and communicate the impact of our programs and services including (a) expanding use of impact measurements and developing and (b) communicating internal key performance indicators
  • Collaborate with Development Director and Associate Development Director to curate content and collect metrics to support the creation of items such as annual report, internal and external agency communications, and other periodic reports.

PROJECT MANAGEMENT

  • Research, analyze, and interpret data, presenting summaries or analysis of findings to departmental and executive leadership to support the investigation or pursuit of potential opportunities or initiatives.
  • Develop and manage work plans for projects and initiatives, ensuring appropriate delegation and follow up with collaborators to complete project goals on time.
  • Provide oversight and quality assurance for projects and initiatives to verify compliance with all requirements and attention to detail.

REVENUE GENERATION

  • Develop database of program needs and an idea bank of projects and initiatives to meet them in collaboration with staff across the organization.
  • Develop and maintain a prospect portfolio that optimizes funding opportunities including government contracts for programs and services and corporate, foundation, and government grants.
  • Prepare responses to FOAs/RFPs and other proposals as needed
  • Collaborate with Development Director, Associate Development Director and programs to develop budget proposals specific to program needs, ensure funding distribution and use is appropriate across organization
  • Develop and maintain pre- and post-award monitoring guidelines and systems, including grants calendar, to track and support various stages of the grant lifecycle, updating as needed to adjust for growth and volume
  • Manages the daily operations of grants (including adherence to approved budgets), developing timelines, goals and metrics, and scheduling and delegating tasks required to complete funder requirements and adhere to deadlines.
  • Lead departmental efforts to establish an individual and corporate donor development program

COMMUNICATION:

  • Provide detailed reports to the Development Director with respect to progress toward meeting funding goals and metrics
  • Provide ongoing reports and updates to internal and external stakeholders as needed
  • Excellent written and verbal communication skills, interpersonal skills, and presentation skills
  • Ability to interface with community leaders, other service providers, and State and Federal representatives
  • Keep relevant staff informed about upcoming deadlines and deliverables

DECISION MAKING:

  • Collaborate with others in the Development Department and with Development Director as needed to make informed decisions
  • Possess good knowledge of planning and strategizing financial and budgeting issues
  • Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail
  • Ability to make ethical decisions which comply with TCS Code of Conduct, State and Federal regulations concerning procurement and contracting

WORKING CONDITIONS AND ENVIRONMENT:

  • This hybrid position requires employee local to DMV area - work will be conducted remotely except for travel to community-based meetings and events and occasional required work in Lanham, MD office to complete tasks associated with projects to support organization.
  • Development Manager will be provided office equipment to be used only for TCS job functions. Office equipment will include a cell phone, computer and a printer.
  • Development Manager will be required to establish and maintain access to a consistent workspace that is quiet, private, and removed from distractions to comply with all regulations and policies regarding confidentiality of data and systems.
  • Development Manager will be required to maintain access to reliable and secure high speed internet connection.

QUALIFICATIONS:

  • Minimum 21 years of age
  • Minimum of Bachelor’s degree with three to five years of experience in a development role within a human services or health care organization.
  • Demonstrated experience in program development or management within a social services or health care organization requiring tasks such as technical writing and policy development.
  • Minimum 2 years of experience in grant writing, proposal writing, and revenue generation with proven track record of success procuring funding for non-profit organizations.
  • Must be a US citizen or alien who is lawfully authorized to work in the United States
  • Must be able to work a flex schedule
  • Must have advanced computer skills and know how to perform tasks including research, analysis and presentations utilizing Microsoft© programs including Word, Excel, Teams, PowerPoint, and/or Canva.
  • Experience with data analysis software (i.e. Power BI) and/or project management software (i.e. MS Project) is a plus.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of social services programs
  • Good understanding of the organization's overall business and its objectives
  • Excellent project management skills with experience in managing and supervising administrative projects
  • Ability to work within a team and provide support to the junior staff
  • Ability to perform in cross-functional team approach and job responsibilities
  • Ability to work remotely and securely on TCS mainframe utilizing such tools to include MS Teams, Foundation Search and other prospecting and grants management software

Job Type: Full-time

Pay: $75,000.00 per year
