Salary: $104,714.99 - $128,8729.66 Annually DOE/DOQ.
This salary range reflects the negotiable range for hire, however, the top of the range for salary advancement is $153,044.34 annually.We are currently accepting applications to fill one (1) full-time Senior Compliance Analyst vacancy in Santa Barbara, in the Resource Recovery and Waste Management Division (RRWMD) of the Public Works Department. The job classification for this position is Program/Business Leader – General.
The RRWMD is responsible for the management and operation of solid waste facilities in Santa Barbara County. The waste management facilities are subject to compliance with state and federal regulations to ensure their safe operation. The Senior Compliance Analyst assists the RRWMD Compliance Manager with continued adherence to all applicable regulatory requirements by performing evaluations of existing and future environmental management systems and preparing reports for the solid waste facilities, including the Tajiguas Landfill and ReSource Center.
The IDEAL CANDIATE will possess:
- Experience preparing reports for regulatory agencies
- Experience with landfill gas collections and emissions monitoring
- Experience with power generation, renewables, and energy efficiency and management
- Solution and customer service-oriented
- Experience working in a public sector, municipality or special district
- Ability to lead and effectively manage multiple situations occurring simultaneously
- Excellent written and verbal communication skills
- Demonstrated ability to develop and maintain sound working relationships with diverse people and personalities

EXAMPLES OF DUTIES
- Responsible for operational oversight of multiple landfill gas collection systems, H2S treatment system, surface emission monitoring, general monitoring of ReSource Center (RSC) flares and engines, landfill gas tie line, and landfill gas monitoring at closed landfill(s).
- Prepares reports to regulatory agencies, such as the Air Pollution Control District (APCD).
- Evaluates power generation (from renewables) and energy efficiency and management at the RSC, pursuant to energy agreements and policies.
- Leads a significant departmental program or key service area that may have multiple major programs, project and/or functions; sets program goals and measurements; and assumes accountability for program results.
- Makes broad policy decisions for the program/business, the work that is performed, and the expansion of services.
- Oversees the program budget development; balances fiscal priorities; prioritizes and allocates resources within the program; and coordinates resources with other programs or departments.
- Supervises others, including Administrative and/or Team/Project Leaders.
- Exercises a high-level of independent action and decision making at the program level.
EMPLOYMENT STANDARDS
The core competencies listed HERE and the ability to demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment AND
- Possession of a bachelor's degree from a four-year college or university with major coursework in chemistry, meteorology, environmental or atmospheric science, engineering, planning, or a related field, and a minimum of five years of progressively responsible professional experience in solid waste and/or air pollution control, or a related field; OR;
- A combination of training, education, and experience that is equivalent to the employment standard listed above.
Knowledge of: contemporary environmental issues; technology and equipment used in landfill gas collection systems, H2S treatment systems, and surface emission monitoring; principles and techniques of budgeting; principles of solid waste management; resources recovery and source reduction programs; methods of research, analysis, and evaluation; analysis of statistical information; applicable laws and regulations of the solid waste industry; English usage, spelling, grammar, and punctuation; business and math statistics; and modern office methods and practices.
Ability to: compile, organize and analyze data, draw valid conclusions, and make decisions; perform research with accuracy and develop objective recommendations; read, understand, interpret and apply pertinent local state and federal requirements, procedures and policies; understand the purpose of reports and adhere to its specifications; prepare technical reports using correct grammar, spelling, punctuation, and syntax; represent the division with tact and diplomacy; establish and maintain effective working relationships; organize multiple projects simultaneously and set priorities to meet deadlines; communicate effectively with all employees; assign, train, and evaluate staff; and work independently.
Additional Information:
- A valid California Driver's License, Class C or higher, may be required at the time of appointment.
- The ability to perform physical tasks of moderate difficulty may be required for some positions in this class.
SUPPLEMENTAL INFORMATION

Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
