Job Title: Residential Building Inspector Report to: Building Official

Department: Planning-Building-Zoning Salary Range: $46,840. - $65,168.

Summary: Under limited supervision, inspects new and existing residential projects to ensure compliance with all building, electrical, mechanical, plumbing, flood, zoning codes, and all related town ordinances. Reviews all single-family residential building plans for code compliance. Completes and maintains required records.

Essential Duties and Responsibilities:

  • Inspects each phase of construction of new and existing residential structures to monitor compliance with building, electrical, mechanical, plumbing, flood, zoning codes and ordinances.

Inspects such construction areas as wiring, framing, plumbing, mechanical installation, insulation, chimneys, foundation walls, final and certificate of occupancy, setbacks, etc.

Conducts final checks and performs re-inspections as required.

  • Responsible for administering, interpreting, and enforcing the International Building Codes, town ordinances and regulations.
  • Collects engineering reports and ensures their compliance with required information; ensures all information is placed in corresponding file.
  • Maintains thorough and accurate records of inspections and conferences with contractors and owners regarding the inspection results and deficiencies. Responsible for inspection ticket results being added to computer files.
  • Patrols assigned areas to make sure that construction is not done without permit or is within compliance of the law.
  • Enforces all planning and zoning laws.
  • Keeps abreast of all codes and code changes including local, state and federal.
  • Respond to questions and complaints for public, contractors, co-workers, town employees, architects, engineers, property owners, municipal code officials, and town council members related to code, permit requirements, or the review process.
  • Enforce the town’s Floodplain Management Ordinance for all required properties and conducts floodplain inspections as required.
  • Assist the Permit Technician as needed; fills in when Permit Technician is at lunch or out of the office.
  • Verifies that all contractors and construction tradesman maintain all required local and state licensing and registrations when working within the town.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend policies and procedures.
  • Plan and prioritize work schedule each day.
  • Prepare and present building department reports and other necessary correspondence as needed.
  • Conduct investigations on code complaints, prepare and mail correspondence as needed to property owners to correct violations found.
  • Issues summonses and prepares violation notices with time allowed for correcting deficiencies; follows-up on and revisits structures in violation at periodic intervals to verify correction; testify in court as necessary.
  • Stay abreast of new trends and innovations in the field of building inspections and code inspections.
  • Explains town codes, building code regulations, and building code requirements to property owners, building contractors, and other interested parties.
  • Include all code enforcement/inspection activity into Planning, Building and Zoning software daily.
  • Operates a town owned motor vehicle.
  • Perform other duties as assigned.

Qualifications:

  • Must possess and maintain a valid South Carolina Driver’s License
  • Must have ICC certifications as required by the State of South Carolina LLR Law.
  • Requires a high school diploma and a minimum of two (2) years of experience in building, construction, etc. or a related field
  • A minimum of two (2) years’ experience involving a high level of public contact including some experience dealing with the public in an inspection, investigation, or customer service capacity
  • Experience that includes the enforcement of municipal codes is highly desirable
  • Ability to comprehend and communicate both oral and written instructions
  • Ability to calculate figures and amounts such as permit fees, interest, statistics, proportions, percentages, area, circumference, and volume
  • Ability to apply concepts of algebra and geometry
  • Ability to work effectively with the public, fellow employees, other agencies and departments
  • Ability to deal with the public firmly and courteously under adverse or strained conditions
  • Microsoft Office Suite, internet, e-mail and job-related software
  • Successful completion of a drug screen and various background investigations which may include criminal history, driving record, credit report, employment history, education verification and personal references
