Job Description
Your Team
The Purchasing Agent will bid on new projects, maintain scopes of work, track blueprints and design changes, and help perform strategic procurement activities across multiple categories of spend. Solicit bids from subcontractors and establish budgets for multiple projects and work to issue contracts for the intended work. Develop relationships with subcontractors and suppliers to negotiate and maintain a competitive edge on costs while still meeting the company’s standards of quality, safety, reliability, and overall performance of trade contractors and suppliers.
Your Key Deliverables
Product Development & Production

Interface with architects and structural engineers on product development and innovation

Assist in preparation of project estimates, conducting cost analysis and complete budget reviews for cost control, cost to complete, and project cost summaries

Know and understand the spec level of the neighborhood

Knowledge of the latest building products and gather samples for evaluation

Stay current with changes in the industry

Review new products and vendors to identify opportunities for improved quality and cost effectiveness

Acquire current costing and availability of products under evaluation
-
Application of standard specification level to neighborhood in preparation for bidding

Build Projects within New Star utilizing Sales & Take-Offs and Model Subcontracts

Provide specification and construction alternates for cost effectiveness and marketing value

Actively participate in the Quality Assurance Program.
Bidding
-
Recruit new, qualified tradecontractors and suppliers, in addition to facilitating the improvement of existing tradecontractor and supplier relationships

Prepare bid lists and secure bid interest
-
Review bids for completeness and accuracy. Prepare Bid Comparison and review with management team in selection of preferred bidder based on competitiveness and ability to fulfill contract requirements

Compare bids with respect to prices, past performance (quality, ability to work on schedule, proper supervision of their tradesmen) financial stability, or in the case of a tradecontractor new to the company, their relationship with other builders

Bid negotiation and analysis

Ensure all project bid awards are completed timely and accurately, including set up for bidding

Resolve specification, scope of work, and plan conflicts using BIM360 RFI system

Preparation and distribution of bidding documentation for distribution

Calculate and maintain material take-offs (lumber, drywall, finishing materials, steel, concrete, etc.) from working drawings and check take-offs made by suppliers

Prepare budgets for each community

Ensure budgets match the system reporting after final approval
Contract Administration

Prepare and submit final documents for contract administration to send out for signature

Evaluate, negotiate, and analyze all change order requests, including changes to the option pricing

Enter and review of pricing in NewStar system
-
Monitor contract execution process with contract administration team
-
Maintain and create scopes of work as needed for current and future contracts
Budget Administration

Maintain open communication with Assistant Superintendent and Superintendent
-
Establish direct construction budget for current and existing projects on monthly and quarterly basis
-
Enter and maintain Model Subcontracts, process budgets, and provide updates to contracts team as needed
-
Perform cost comparisons and analyses as needed. Provide reporting to management daily, monthly, and/or quarterly as needed
-
Monitor construction schedules and vendor performance to expected results with Construction and Customer Care and initiate corrective action and change process, when required
-
Review all extra EPO’s to verify within accordance of approved take-offs, scopes of work, proper reason codes utilized, and work with Expeditor to resolve issues as they arise.

Execute lot starts and final proof all unit costs

Review all closings for accurate purchase order information
Must Haves
-
Bachelor's degree (B.A.) from four-year college or university; or three to five years related experience and/or training; or equivalent combination of education and experience.

General knowledge of construction

Strong knowledge of and experience with general contract terms and conditions

Strong communication and negotiation skills
-
Demonstrated experience in managing suppliers and developing ongoing relationships

Experience in take-offs and estimates
-
Strong analytical and problem-solving skills
-
Excellent at planning and organizing
-
Broad knowledge of Excel, Word, Outlook, BIM 360, and Bluebeam require

Ability to read and understand residential building plans
Nice to Haves

Degree in business or Supply Chain Management preferred
