GENERAL PURPOSE

Performs a variety of complex protective service, administrative functions, supervisory and professional work in planning, coordinating, and directing the activities of all divisions of the Police Department to ensure the enforcement of laws as well as the safety of the public.


SUPERVISION RECEIVED

Works under broad policy guidance, exercising discretion and independent judgment. Reports to the City Manager.


SUPERVISION EXERCISED

Supervises all Police Department staff directly or indirectly.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Sets the strategic vision of the Police Department, creating buy in and engagement around that vision with staff, City leadership, and the community.

Oversees the operations and activities of the Police Department.
Establishes policies, procedures, and operational processes for the Department.
Delegate, mentor and create opportunities for growth, training, and career development to inspire confidence and encourage a Culture of Excellence, Integrity, and Accountability.

Directs the recruitment and selection of personnel in collaboration with human resources. Ensures proper training and certification of Department personnel.

Manages employee performance to include disciplinary actions as well as making recommendations for employee promotions and salary adjustments.

Administers and monitors the Department’s budget, preparing to realign the budget if necessary. Advocates
for department needs during the budget development process, providing appropriate justification and data for requests.

Leads the development of long-term and short-term goals for the department. Communicates goals clearly to staff, providing benchmarks and accountability methodology related to those goals.

Recommends prospective projects based on the evaluation of department needs and services provided.

Manages major crime scenes and police activities; supervises internal police investigations; manages investigations; and commands tactical operations.

Represents the Police Department at Council meetings as well as at community events when needed.

Incorporate community policing tactics designed to engage the public and to ensure community safety.

Communicates regularly with the public using a variety of communication outlets, including social media, press conference, written communication, etc.


Cooperates with County, State and Federal law enforcement officers as appropriate where activities of the police department are involved.

Ensures that laws and ordinances are enforced and that the public peace and safety is maintained. Leads in handling press releases for law enforcement related activities.

Participates in safety training, make suggestions as necessary; serve on committees or inspection teams when appropriate. Works according to good safety practices as posted, instructed, and/or discussed. Reports unsafe conditions or defects in equipment. Refrains from any unsafe behavior or act that might endanger self or fellow worker(s). Reports all accidents and incidents (including near misses) as soon as they occur. Follows safety rules and regulations and uses personal protective equipment.

Maintains prompt and regular attendance; adheres to City policies and procedures regarding absences and tardiness.

Provides exceptional customer service to internal and external customers.

May be required to report to the City’s Emergency Operations Center for emergency duty anytime the Emergency Operations Plan is activated.

Remains on 24-hour emergency call status.


PERIPHERAL DUTIES

Performs the duties of absent personnel as needed.
Serves on a variety of city committees as needed.


DESIRED MINIMUM QUALIFICATIONS


Education and Experience:
  • Graduation from a college or university with a bachelor’s degree in criminal justice, police science, law enforcement, public administration, or a closely related field; master’s degree preferred and
  • Ten (10) years of experience in police work, at least five (5) years of senior management level, and
  • Completion of the basic law enforcement training academy or equivalent, and
  • Experience with and a thorough understanding of community policing concepts and practices, and/or
  • Any equivalent combination of education and experience, which provides the necessary knowledge, skills, and abilities.

Necessary Knowledge, Skills and Abilities
:
Advanced knowledge of law enforcement and police investigations theory, practice and administration to oversee planning and implementation of police field operations and to prepare reports/analyses, policies and budgets at a level generally acquired through the completion of basic law enforcement training is highly preferred.

A very high level of analytical skills necessary in order to develop and implement department mission, goals and procedure; determine needs for capital expenditures, personnel and operating budgets; and prepare special reports or analyses for jurisdiction or outside agencies.

An advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, elected officials and vendors supplying goods or services to the jurisdiction.

Licenses and Certifications:
  • Valid state driver's license and a satisfactory motor vehicle record.
  • SC Criminal Justice Class One Certification.
Preferred:
  • Senior Leadership certification of an accredited program
  • FBINA or (Federal Bureau of Investigation National Academy)
  • SCCJA Basic Instructor Certification.
  • Community Oriented Policing Training and/or understanding the concepts.
  • Public speaking experience or training.
  • Diversity and De-escalation Training.
