Personnel Technician I/II Job at Merced County, CA
Duties may include, but are not limited to, the following:
- Perform recruitment and selection activities and technical, computerized support to professional level staff and County departments, including development of recruitment plans, providing information to the general public and to employees concerning County employment practices, policies and regulations.
- Processing of the County payroll and the County-wide classification and pay system.
- Communicate with County departments about recruitment plans and progress.
- Design job announcements and recruitment flyers.
- Screen applications for minimum qualifications.
- Develop rating forms to be used by screening committees.
- Coordinate oral board appraisal panels, assist in conducting job task analysis of recruitments to include identification of critical job duties and validity of selection materials which reflect knowledge, skills, and abilities being tested.
- Develop and maintain diverse lists of qualified individuals who can serve on oral board appraisal panels.
- May monitor or perform bilingual testing, conduct outreach recruitment activities, and other duties as assigned.
Level I
Experience:
Two (2) years of increasingly responsible experience in clerical or office assistant work which has included use of common software applications, detailed record keeping, and public contact. (One (1) year of college level course work in Business Administration, Public Administration, Administrative Assistance, or closely related field may substitute for one year of experience.)
Level II
Experience:
Three (3) years of experience in increasingly responsible clerical work including a working proficiency in the use of common software applications, complex record keeping, and extensive public contact, of which one (1) year must be at a level performing duties comparable to a Personnel Technician I with Merced County. (One (1) year of college level coursework in Business Administration, Public Administration, Administrative Assistance, or closely related field may substitute for one year of experience.)
ESSENTIAL FUNCTIONS
Operate a personal computer and other office equipment.
- Communicate effectively with others in person and over the telephone.
- Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
- Resolve conflicts within scope of authority and respond appropriately to complaints.
- Complete multiple priority projects with conflicting deadlines and under stressful conditions.
- Maintain confidential information in accordance with legal standards and/or County regulations.
- Frequent use of depth perception, peripheral vision and color perception.
- Occasionally lift, carry, reach, push, pull, twist and manipulate large and small objects.
- Frequent use of hand-eye coordination.
- Frequent use of data entry device including repetitive hand and arm motion.
- Occasionally lift and carry up to 65 pounds.
- Normal dexterity, frequent holding and grasping.
- Sit or stand for long periods of time.
- Regular attendance is an essential function.
Knowledge of:
- Public sector recruitment and selection practices.
- Interviewing and record keeping techniques and practices.
- Use of computer terminal and/or personal computers and a variety of software applications which include word processing and spreadsheets.
- Merced County personnel practices/rules/regulations.
- Current labor market trends and contemporary recruitment techniques.
- Applications unique to the recruitment and selection process.
Ability to:
- Develop recruitment and selection materials.
- Use a personal computer to compile, manipulate and retrieve data, and to format and develop reports on assigned activities.
- Express ideas clearly and concisely in oral and written communications.
- Interpret rules, laws and policies, and apply them with good judgment.
- Function independently and properly prioritizes assigned duties and tasks.
- Develop appropriate supplemental questionnaires and oral board appraisal questions.
- Establish and maintain effective working relationships with County Department Heads, management and supervisory personnel, employees, and the general public.
HOLIDAYS & LEAVES
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 20 hours).
SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus one optional holiday.
BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

Medical Insurance - Merced County offers five Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

$30,000 County-paid Management Life Insurance coverage. $5,000 County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.
RETIREMENT
DEFERRED COMPENSATION
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
