SPA provides multiple organizations within the Department of Defense with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the undersea community including Navy’s Strategic Systems Programs (SSP), and NAVSEA program managers for the COLUMBIA Class SSBNs and in-service submarines. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities.

SPA’s team supporting NAVSEA’s Team Submarine is in need of an Assistant Program Manager (APM) to oversee operations for this effort. The APM will be responsible for assisting in the management and leadership of executive support and strategic planning efforts to Team Submarine leadership and the AUKUS Nuclear Powered Submarine portfolio. This role is in the Undersea Platform Analysis Group (UPAG) within Maritime Division.
Responsibilities:
The Assistant Program Manager will 1) Oversee and manage all aspects of operations in support of Team Submarine (TSUB) Executive and Strategic Planning Support across multiple contracts, 2) Facilitate client relationships, working closely with the client to understand priorities and translate into staff roles, responsibilities, and tasks, 3) Coordinate across multiple projects, interacting with senior level stakeholders, 4) Regularly engage, coordinate, and cooperate with SPA staff supporting TSUB both at SPA HQ and on-site at the Washington Navy Yard (WNY), including regular travel to NAVSEA spaces at WNY, and 5) Ensure overall project quality and client satisfaction.
Qualifications:
Required Qualifications:
  • Bachelor’s degree in a technical or policy field (Masters Preferred)
  • Ability to provide support to multiple projects, including the AUKUS Nuclear Powered Submarine, the Columbia Flag Oversight Meeting, and the SSBN Analytics effort
  • Five (5) + years of experience in the procurement, design, development, construction, maintenance or employment of submarines, undersea systems, or US Navy weapon systems
  • Active SECRET clearance

Additional Qualifications Desired, but not required:

  • Experience supporting NAVSEA Team Sub Program offices
  • Experience with strategic deterrence analysis
  • Experience with technical writing and security/declassification analysis
