Purpose of the Role:
This is supervisory work responsible for the overall management of the Accounting Department, including oversight of the accounting function for all court locations within the District. This position supervises and coordinates the work of three Fiscal Clerks performing all aspects of accounting work, to include accounts receivable, cash reconciliation, journal adjustments, disbursements, refunds, etc. The position provides direction to all department supervisors for all fiscal procedures, assuring understanding and consistent compliance, and aids in the timely processing of cases with regard to funds received, disbursed or owed. The incumbent is responsible for analyzing financial data and developing standard and specialized reports.


Education:
High school diploma (or GED equivalent).

Experience: Five (5) years of fiscal or accounting work experience. One (1) year of lead, supervisor, or court specialist experience.

Note:

? A Bachelor?s Degree may substitute two (2) years of required work experience.

? A Paralegal/Associates Degree or 60 college credits may substitute two (2) years of required work experience.

? A Paralegal Certificate may substitute one (1) year of required work experience.


Knowledge, Skills & Abilities:

? Knowledge of generally accepted accounting principles and mathematical and bookkeeping methods and principles.

? Knowledge of modern accounting practices, procedures, and equipment.

? Knowledge of audit guidelines and compliance regulations.

? Knowledge of District Court of Maryland policies, procedures, laws and forms involving traffic, civil, criminal and accounting operations of the Court.

? Knowledge of the Maryland Judicial System.

? Knowledge of the District Court personnel policies and procedures.

? Knowledge of the District Court policies and procedures for ordering furniture, supplies or equipment.

? Ability to assign, organize, direct and coordinate employees to perform a large range of accounting functions.

? Ability to supervise, train and evaluate subordinates.

? Ability to adapt rapidly to a changing office environment and ensure work requirements are met.

? Ability to develop or revise procedures and practices.

? Ability to resolve complex procedural problems whether systemic or due to unusual or unprecedented situations.

? Ability to deal tactfully and impartially with attorneys, sureties and the public often under stressful circumstances.

? Ability to demonstrate good organizational skills and to prioritize and delegate duties and responsibilities.

? Ability to communicate effectively and clearly, both orally and in writing, to supervisors, staff and the public
