SUMMARY
Responsible for department’s training processes for vehicle operators, both new hires and existing employees. Through modeling and coaching, promotes a safety-first culture while carrying out all duties of the position. Position requires a self- motivator, with problem-solving, customer service, and technology skills used to appropriately mentor vehicle operators.

Ability to multi-task, accomplish tasks amongst numerous interruptions and with minimal supervision, all while paying close attention to the details and deadlines. This is a Safety-Sensitive Position which requires inclusion in the department’s

DOT Drug and Alcohol Testing Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following. Other duties may be assigned.

  • Advertise, interview, hire, train, and on-board vehicle operators.
  • Acts as primary “hands on” safety trainer for vehicle operators.
  • Observe, monitor, coach, mentor, and re-train vehicle operators in accordance with agency protocols and in accordance with the Collective Bargaining Agreement.
  • Monitor vehicle operators’ performance through road observations, unannounced inspections, and using various technological platforms, such as bus camera system and GPS reporting. Conduct and document re-training to address any issues found.
  • Participates in Driver Safety Meetings and identifies topics to be presented to vehicle operators during the training.
  • Creates Safety Memos to highlight potential safety concerns for disbursement to operations personnel.
  • Responds to vehicular accident and property damage incidents to complete reports and ensure exchange of all parties’ information.
  • Performs safety assessments of bus stops, passenger homes and mobility devices, and facilities to ensure safe transportation can be provided. Makes recommendations to resolve any safety issues to enable passengers to utilize the transportation service.
  • Foster positive working relationship with co-workers, management team, and agency’s partnering and funding agencies.
  • Track expiration dates for vehicle operators’ DOT Physicals and Drivers’ Licenses. Schedules DOT Physicals for employees. Maintains record of current DOT Physical Card and Driver’s License in department with originals sent to the Human Resources Department.
  • Acts as back-up vehicle operator during driver shortages.
  • Investigate, document, and communicate findings concerning operational complaints lodged by passengers, caregivers, sponsoring agencies, or the public. Correct root cause of complaint to ensure resolution moving forward.
  • Acts as the agency Commercial Driver’s License Trainer for vehicle operators obtaining their Class B and C CDL with Passenger, School Bus, and Air Brake Endorsements following PA and FMCSA regulations. Facilitates CDL recertification training for vehicle operators to maintain their CDL with Endorsements. Forwards necessary documents to PennDOT and enters data into the FMCSA Training Provider Registry.
  • Assists the shop manager with recovering vehicles after breakdowns.
  • Experienced, proficient user of MS Word, Excel, Power Point, and Outlook to create quality documents, spreadsheets, and presentations.
  • Assign electronic tablets to vehicle operators and maintains accurate inventory of tablet assignments. Trains vehicle operators on usage of tablets. Troubleshoots issues reported by employees.
  • Assign 2-way cellular radios to vehicle operators and other agency personnel. Trains staff on usage of 2-way cellular radios. Troubleshoots issues reported by employees.

Safety Trainer Job Description

  • Submits support tickets to the IT Department or directly to the technology vendors to resolve issues identified by personnel that cannot be resolved internally.
  • “On-call” during all operational hours, which is Mondays through Saturdays, to report in the event of severe accident or injury or time-sensitive personnel issue. Carries a company cellular phone and responds during operational hours except for when utilizing approved benefit time.
  • Drives a company vehicle during the workday expressly for work duties, however, owns a reliable personal vehicle to be used for work purposes in instances when a company vehicle is not available for use. (Company to reimburse employee for company use of personal vehicle at the Federal Mileage Reimbursement Rate.)
  • Attend meetings, conferences, and training sessions with occasional overnight travel required (1-2 times per year).
  • Other duties as assigned by management.

SUPERVISORY RESPONSIBILITIES:

QUALIFICATIONS:

Individual must have and maintain satisfactory; Criminal, Child Abuse and FBI-Fingerprinting Clearances and a clean Motor
Vehicle Record. Individuals must pass a pre-hire DOT Drug/Alcohol test and DOT Physical. Prior to employment, individual must pass a tuberculous test. Employee must submit to random drug and alcohol testing and periodic DOT physicals as part of their continued employment. This is a safety-sensitive position.

EDUCATION and/or EXPERIENCE:
Minimum Required: PA Class C Driver’s License. High School Diploma or GED. Minimum of 3 years of professional driving experience and/or professional experience with fleet operations, safety, employee training, or transportation services. Comfortable using technology in their day-to-day employment activities, such as using computers, tablets, and applications. Experience with customer and safety focused service. Must have reliable transportation to work with ability to use personal vehicle for during the workday for work duties, when needed.
Additional Preferred: PA Commercial Driver’s License; minimum of Class B with Passenger, School Bus, and Air Brakes
Endorsements and PA School Bus CDL Instructor Certification. Experience with using similar technology in a professional setting. Experience with vehicle maintenance with knowledge to fix and/or trouble shoot common mechanical issues occurring while vehicles are on the road. Experience training vehicle operators pertaining to safety procedures and defensive driving techniques. Experience with public transit or school bus transportation services.

Successful candidate must obtain their PA CDL Class B with School Bus, Passenger, and Air Brake Endorsements within first six (6) months of employment. Within twelve (12) months of employment, must obtain PA School Bus CDL Instructor
Certification. LCCAP to assist successful candidate with obtaining their CDL License and CDL Instructor Certifications.

LANGUAGE SKILLS:
Ability to speak effectively before groups of customers or employees of organization. Ability to read, analyze, and interpret safety rules, operating and maintenance instructions, and procedure manuals. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Must be able to speak, read, and write the English language in an understandable manner in order to carry out essential job duties. Ability to write routine reports and correspondence using professional language and grammatically correct.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, decimals, and time format. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS:
DOT Reasonable Suspicion Certification required within new-hire ninety (90) day probationary period. Class B Commercial
Driver’s License with Passenger, School Bus, and Air Brakes Endorsements required at hire or must obtain with employer’s assistance within first six (6) months of employment. PA School Bus CDL Instructor Certification at hire or obtained within first twelve (12) months of employment with employer’s assistance.

The employee is regularly required to talk, hear, lift/carry up to 50 lbs., usually up to 25 lbs. multiple times throughout shift. Frequent standing, walking, sitting, and driving is required. Frequent climbing of steps in and out of vehicle and assisting passengers to and from the doors of their destinations is also required. Employee will be required to bend, twist, stoop, crouch, crawl, squat and kneel reach forward and reach overhead. Simple grasping of both right and left hand is required and occasional pushing and pulling of up to a 400 lb. person in a wheelchair may be required. Employee must be able to operate foot control with right foot. Eye/hand coordination and manual dexterity is necessary. Specific vision capabilities required by this position include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. Employee must be able to drive all vehicles owned by LCCAP, including school buses, small transit buses,
SUVs, large box trucks, pickup trucks, and other common motor vehicles. Employee must be able to ride in vehicles for several hours at a time without experiencing motion sickness or requiring more frequent stops.

This position spends approximately 50% of the workday in a typical office setting with the remainder of the workday spent on-the-road either driving or observing transit operations within Lawrence County, PA. While on-the-road, employee is frequently exposed to outside weather conditions, including extreme heat, rain, and snow/ice. Position is occasionally exposed to moving mechanical parts and fumes or airborne particles. The noise level in the work environment is usually moderate. Safety equipment must be worn, and safety procedures followed at all times.

This position requires occasional day and overnight travel for the purpose of attending meetings, trainings, and conferences.
