CLASSIFICATION DESCRIPTION

CLASSIFICATION TITLE: PROCUREMENT SPECIALIST

PURPOSE OF CLASSIFICATION

The purpose of this classification is to maintain inventory, including materials, tools, supplies, and equipment. Employee in this classification logs materials on work orders, enters data into computerized system, and prepares reports; meets with salespersons on potential purchases; and maintains accurate records.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Coordinates purchasing; obtains quotes, meets with vendors, prepares purchase orders; prepares receiving reports; orders materials for the department; receives and puts up materials; prepares tags for inventory; ensures cleanliness of stock room.

Logs and enters a variety of data into computer, such as received material, work orders, prepares reports on collected data, and completed activities.

Answers the telephone and provides information as requested; responds to radio communications.

Maintains current inventory of spare parts, materials, and supplies used in Sewer construction and maintenance; maintains current inventory control techniques.

Stays abreast of and adheres to City procurement policies and ordinances.

Maintains current and accurate reports and records.

Operates a personal computer, adding machine, facsimile machine, printer, copier, radio, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Ability to read maps, mark areas for one dig calls (BUD); the ability to make service calls; guide customers in regard to current sewer standards and inform supervisors to what the problems may be.

ADDITIONAL FUNCTIONS

Assists in disaster/emergency plan and procedures.

Performs other related duties as required.

Works under guidance of Rehabilitation Supervisor and assists with Rehabilitation Crew duties as required

MINIMUM QUALIFICATIONS

High school diploma or GED; two years of experience in wastewater collection systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Kentucky driver’s license. Ability to obtain Flagger Certification

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as temperature extremes.
