Examples of Duties

Under general supervision, directs the operation of a community senior center; acts as the assistant director of a regional senior center, or is responsible for a small specialized County-wide program for seniors.

  • Plans, implements, promotes and coordinates programs and services for older adults.
  • Provides training to older adults about technology.
  • Assures the safe operation, necessary maintenance, and security of senior center equipment and buildings.
  • Leads, recruits, supervises and trains support staff and volunteers.
  • Recruits program instructors.
  • Prepares payroll for instructors and staff.
  • Prepares schedules of activities.
  • Assesses the needs of senior center members and the community at large.
  • Evaluates senior center programs and services in response to identified needs and available resources.
  • Tracks expenditures and activities for budgetary purposes.
  • Purchases materials, supplies, and equipment.
  • Prepares reports and correspondence regarding senior center activities.
  • Publicizes senior center and other Department sponsored events through newsletters, e-newsletters, flyers, press releases and other means.
  • Assists senior center council in developing and conducting special events, activities, and community projects.
  • Develops funding or community support for center programs.
  • Keeps records of program activities and expenditures for budgetary purposes and prepares reports and correspondence regarding program activities.

Examples of Other Duties

  • Leads or conducts senior center programs or activities.
  • Interviews or counsels senior center or community members regarding personal needs and available resources for seniors.
  • Responds to emergency situations at Senior Centers.
  • Assists sick or injured senior adults until emergency medical personnel arrive at the scene.
  • In the absence of the custodian, may set up tables, lift boxes, and deliver supplies.
  • Performs other related duties as required.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in gerontology, recreation, education, health, business administration, public administration, marketing, public relations, nursing specialty, accounting, or a social or behavioral science.

(Experience providing services to older adults may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Preferred Experience

Experience creating partnerships in the community to provide programs and/or training to older adults.

Experience recruiting and managing volunteers to work with older adults.

Knowledge, Skills, and Abilities
Knowledge of planning, conducting and evaluating programming, services, and activities for older adults.
Ability to provide and develop programming, services, and activities for older adults.
Ability to assess the needs of older adults and their communities.
Ability to work effectively with older adults.
Ability to plan, coordinate, and supervise the operations of a senior center.
Ability to recruit, train, and supervise center support staff and volunteers.
Ability to learn County and Departmental rules, regulations, policies, and procedures.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Proof of licenses, certifications, and/or education must be submitted with each application.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions

Persons appointed to this classification must satisfactorily complete County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.

Physical and Environmental Conditions
The work of this classification entails frequent walking, standing, and other limited physical activity including travel between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Full-time civilian employees must join the Employment Retirement System (ERS) within sixty days of hire as a condition of employment. Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.
